New California Volunteer Requirements

AB506 – California YPP Clearance Status Updates

To keep our youth participants safe and meet California state law, adults have two new registration steps to complete – in addition to your standard FIRST background check and Youth Protection training.

 

To comply with California’s AB 506 law, all volunteers who work with youth for 16+ hours in a month or 32+ hours per year must now complete two additional safety steps:

  1. A one-time Livescan fingerprint background check through the California Department of Justice
  2. A free online Mandated Reporter Training

 

 

LIVE SCAN

A fingerprint-based check through the California Department of Justice to identify any criminal history in compliance with state law.

  • This is a one-time requirement to volunteer for FIRST.
  • Live Scan background checks are not transferable between organizations. You will need to complete this process for each organization you volunteer with that requires it.
  • The cost of the Live Scan background check is the volunteer’s responsibility. 
Option A: Complete your Live Scan with Biometrics4All (online paperwork and payment)

We have partnered with Biometrics4All to offer Live Scan services at a pre-negotiated rate. With this partnership, you can complete all required paperwork and payment online. You’ll then receive a QR code to take to your local provider.

  1. Visit https://applicantservices.com/firstca 
  2. Select whether you want to get fingerprinted at a location near you ($27) or participating FIRST event ($32).
  3. Click Next
  4. Enter your information. Your legal name, any aliases, address, contact information, and other required fields.
  5. Select a location and appointment time. Many locations offer walk-in service, and it is recommended to call to confirm.
  6. Review your Request for Live Scan form for accuracy.
  7. Complete payment.
  8. Print the QR code form or save it to your mobile device. You should also receive it in an email confirmation.
  9. Go to the selected service provider at your appointment time and present the QR code. The provider should not charge any additional fees
Option B: Complete your Live Scan with any other Provider (printed paperwork and payment at the vendor)

You can complete your Live Scan at any authorized Live Scan provider in the state. You will need to complete and print a paper Request for Live Scan form and pay your provider directly (fees vary, typically $20-$40).

  1. Obtain the Live Scan Form (BCIA 8016): Acquire the pre-filled FIRST “Request for Live Scan Service” form, known as BCIA 8016. This form is essential for your fingerprinting appointment. The ORI number for FIRST is AZ768.
  2. Complete the Applicant Information Section: Accurately fill out your personal details in the “Applicant Information” section of the form. This includes your full name, any aliases, date of birth, sex, height, weight, eye color, hair color, place of birth, Social Security Number, and home address. Ensure all information is current and matches your identification documents. Additional instructions on how to complete BCIA 8016
  3. Locate a Live Scan Service Provider: Identify a nearby Live Scan facility. Many local police departments, sheriff’s offices, and certified private providers offer Live Scan services. For a comprehensive list of locations, visit the California Attorney General’s website. It’s advisable to contact the chosen site in advance to confirm operating hours, fees, and appointment requirements.
  4. Attend Your Live Scan Appointment: Bring the completed BCIA 8016 form and a valid photo ID (such as a driver’s license, passport, or state ID) to your appointment. The Live Scan operator will process your fingerprints electronically. After completion, you will receive a copy of the form with the “Live Scan Transaction Completed By” section filled out. Retain this copy for your records.
  5. Await Clearance Confirmation: The DOJ will process your background check and forward the results to our organization. Processing times can vary, so please allow sufficient time before following up.

 

MANDATED REPORTER TRAINING

Training on recognizing and reporting child abuse, as required by California law.

  • This is a one-time requirement.
  • If you’ve already completed this specific training for another organization, you do not need to retake it. You can simply associate your existing certificate with our FIRST account.
  • FIRST only accepts the official Mandated Reporter California state training. Please do not use alternative training platforms, as we can only accept the official state-issued certificate from this site. No other training is accepted even if you have taken it with the school district or another youth serving organization.
Take the Mandated Reporter Training
  1. Visit https://mandatedreporterca.com/training/volunteers.
  2. Make sure to click on the robot icon (shown below) from the selections to ensure you are taking it under the FIRST account.
  3. Sign up and take the training.
  4. If you take the training with this correct vendor and have taken it under the FIRST account: Great news! There’s nothing more you need to send us! Allow up to 5 business days for your completion to reflect in your FIRST Dashboard.

Share Your Certificate with FIRST (only if you already took the approved training with another organization)

If you already took the Mandated Reporter Training with another organization and haven’t linked your certificate to FIRST yet. Please follow these 2 steps to associate your training record with FIRST and share your certificate. FIRST only accepts the official Mandated Reporter California state training. Please do not use alternative training platforms, as we can only accept the official state-issued certificate from this site.

Step 1: Associate your account with FIRST

  1. Visit: https://invite.mandatedreportertraining.com/FIRST 
  2. Select “FIRST Volunteers” under the Group field
  3. Log in using the same email you used to take the training, not necessarily the email address in your FIRST Dashboard.
  4. Accept the invite to associate your account with FIRST

Step 2: Share your certificate

  1. Go to “My Certificates”
  2. Click your certificate number
  3. Click “Share with FIRST” . Once completed, we will be able to verify your training directly and update your FIRST Dashboard.
